This is
the flag of Russia but adorned with the national shield. Its
original pattern dates from 1848 & was used as an internal
flag (without the shield) within Czekoslovakia durin the periods
1918-1938 & 1945-1992. Except one color (blue instead of
green) the shield is identical to this of Hungary. The present
pattern was adopted on 1 SEPTEMBER 1992, a lil bit before the
country became independent on 1 JANUARY 1993.
