Red over white is usually used in South East Asia. Repeated seven times it stands for the States of the Federation as well represented by the 14 rays of the sun (thou there are now 16 federal entities). Both sun & crescent are yello which is traditionally the color of the sultans in this area. The crescent itself is for islam. The blue canton means the unity of the country. One of the stripes represent the capital Kwala Lumpur (instead of Singapore that left the Federation in 1965). There's an obvious reference toward the Yankee Stars & Stripes but this flag is named "Jalur Gemilang" which means "Stripes Of Glory" in Malayan. The present pattern was adopted on 16 SEPTEMBER 1963.

NOTE :
Notice it is possible this shield was the
colonial seal of Penang, but there is no evidence of it being used on a
flag. Maybe this flag is AN ERROR. The three feathers refers to the original name of Penang :
Prince of Wales Island (to 1838).
(detail from the British Admiralty / Flags of all Nations 1955)
We dont know if this emblem was realy used. +over it seems the 3 feathers of the Prince of Wales were not white but, very oddly.... blue - official creazy light blue feathers !!!!
We dont know if this emblem was realy used but I
must say I DO like it a lot. Indeed : this shield loox pretty cool
but.... with white feathers (not with blue ones) as they look much more
elegant !!!! - Bedankt Mello & Ralphie voor je hulp.
It's confirmed on the PENANG GOVERNMENT GAZETTE dated 10 OCTOBER 1963
It's confirmed by Ralf HARTEMINK on his site Heraldry of the World just right here > www.heraldry-wiki.com/heraldrywiki/index.php?title=Penang
The fact the 3 feathers are often displayed white may come
from this British Blue Ensign (Penang and Province
Wellesley)

Notice I know it's not my bizness but I V always found very weird this country split into 2 parts separated by hundreds of kilometers with one part on Borneo Island. To me Sabah & Sarawak should be independent from Malaysia !!!!
