            The design is made accordin to the flag of Spain. Its message is : the new State of Colombia (yello) is now apart from Spain (red) by the ocean (blue). Some kind of vexillological statement of independence ! This flag was this of the former Gran Colombia that existed from 1811 till 1830 when Venezuela and Ecuador claimed their own independence from Gran Colombia. The flag is inspired from Francisco Miranda's 1806 independentist flag. Yello = sovereignty and justice, blue = loyalty and vigilance, red = the blood shed to liberate the land from the Spanish rule. The present pattern was adopted on 26 NOVEMBER 1861.

            The MISTAKE of addin a red circle on the naval ensign comes from the fact that, since 1932, this flag is also used for LAND TROOPS with the addition of a red border around the COA with the name of the department - see below :

                The light blue shield of Colombia-Cundinamarca of 1820 is always dezigned with a condor. It's a mistake passed from bad vexillolog to bad vexillolog !!!!                 The eagle is redezigned in 1813 but.... it's still an eagle !!!!   Just look to get sure it's an eagle :

                   There seem to be 2 variants for the flag of VALLE DEL CAUCA. The first with NO grey edge, the second WITH a grey edge. Both seem to exist. So I dont know which one shall be the right one. Maybe both....

                      
                   Personaly I REALY DO prefer with NO grey edge and a BIG beautiful coat of arms. Yet, on both fotos, NO COA at all.... hélas !!!!
